Background
Philip Lancour is The Mayor who governs the Ikaanos Colony for The Senate of the Republic. Philip's formal title is High Commander of the Skyguard, though he delegates most day to day control of them to The Lord Commander of Law and the Lord Commander of War so that he can concentrate on all the other aspects of governing the colony.
